    Not sure about cosmetics from NY, but I’ve ordered custom shirts and suits from Hong Kong in the past and the total taxes and fees tend to be about 25% (includes duty, GST and provincial sales tax and customs clearing fees). Be prepared to cough up when you pick up your order at Canada Post or wherever it’s cleared to (perhaps FedEx, UPS, etc.).
